
Executive Summary
New zoning approved for waterfront commercial
properties in the City of El Lago
It is now a fact that the skyline around Clear Lake is about to
radically change. The City of El Lago approved a new zoning
ordinance allowing for a height of 250 feet and density of 40
units per acre. The old zoning allowed for 35 feet and 18 units
per acre. Of the many cities that make up Bay Area Houston, only
El Lago, Nassau Bay and Pasadena have approved high-rise
condominium development along the waterfront of Clear Lake. I
personally believe this is going to be the gold coast of Texas,
only minutes from downtown Houston and our sites are the jewels
of the lake.
El Lago is a small, charming city in the heart of Bay Area
Houston. The town has only three potential sites for mid to
high-rise condominium development along the waterfront, of which
I own two. The larger site, 4.389 acres located at 4321 NASA
Road 1, is a 60 slip marina with 22,000 square feet of marine
commercial space. The second site, 1.3788 acres located 4011
NASA Road 1, was originally entitled to build fifty units in
phase three of an existing garden condominium development and
has the rights to 20 boat slips.
El Lago has a population of 3078, 1200 homes, 200 + existing
garden style condominiums, and 400 + apartments. It is totally
landlocked by neighboring cities with nowhere to grow, but up.
The projects’ permit fees are more than their annual tax
revenue. The two projects upon completion will almost double the
city’s real property tax base and income. It has been endorsed
by the mayor for the good the city. The police chief and the
emergency management director have endorsed it to be a safe
haven during hurricanes for city service providers. The local
schools will realize more than $2,000,000.00 per year in
property tax revenue and we have gotten endorsements from school
officials, too.
